banning


I hear it often said in chat and blogs why people are not banned,, I was idly wandering around my favorite weather site and found this explanation,,,

Why can't you ban a troublemaker by IP?
IP addresses are a limited commodity. Because of this, many Internet Service Providers use a small number of external addresses to point to devices which then map to non-public address for individual computers. Thus, true IP cannot be tracked. Banning this external number could potentially ban an entire corporation, or a whole branch of an ISPs network, which would be intolerably unfair.
Most consumer IP addresses are NOT static. Most individuals have IP addresses that have been temporarily assigned to them by their service provider and that address can be changed, sometimes at will. Banning by that IP will have little or no effect.
